On 9 October 2013, Hong Kong illustrator Arthur Hacker passed away at the age of 81. As creative director of the Hong Kong Government Information Services, he was the mastermind behind numerous Hong Kong stamps and the iconic Lap Sap Chung (“Litter Bug”), the face of the 1970s Clean Hong Kong campaign.
